The 8(a) STARS III Governmentwide Acquisition Contract (GWAC) is a cost-effective, leading-edge small business set-aside contract that provides federal professionals access to proven IT solutions through pre-competed pricing. With streamlined procurement and affordable user access, the 8(a) STARS III contract creates a long-term solution for agencies who have been looking for competitive technology with a fast turnaround. vTech Solution holds a Prime 8(a) STARS III GWAC, which provides agencies with customized solutions time-efficiently.

- The STARS III GWAC ordering period is a 5 year base with one 3 year option. The STARS III GWAC ordering period began on July 2, 2021.

Order-Level Materials (OLM) OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA. OLM pricing is not established at the Schedule contract or BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs.OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA. Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level. OLM SIN-Level Requirements/Ordering Instructions: OLMs are: – Purchased under the authority of the FSS Program – Unknown until an order is placed – Defined and priced at the ordering activity level in accordance with GSAR clause 552.238-115 Special Ordering Procedures for the Acquisition of Order-Level Materials. What is SeaPort-e?
SeaPort-e is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defence Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders.
